TS Humberto forms over the eastern Atlantic. Tropical Storm Warnings have been issued for the southern Cape Verde Islands. Winds 40 mph & moving West at 12 mph. This should intensify into TS Humberto by Wednesday. The NHC is forecasting future Humberto to become the 1st hurricane by Wed 9/11 which would TIE the record for latest hurricane ever in satellite era.
